ISLAMABAD: The Supreme Court of Pakistan on Tuesday directed the Punjab Police not to give shoulder promotions in the department and submit a report within three days on the complaint of 34 SPs (Superintendents of Police).
A three-member bench, comprising Justice Javed Iqbal, Justice Raja Fiaz and Justice Asif Saeed Khosa, issued these directions on the application of 34 SPs submitting that the police department was confiscating their seniority through giving shoulder promotion to some blue-eyed officers. They submitted that it was totally against the rules which created unrest among the officers. Additional IG Punjab Khan Beig and Assistant Advocate General Punjab Saeed Yousaf appeared on behalf of the Punjab Police.
Justice Javed Iqbal observed that court did not want to interfere in the policy matters of the department but they should provide legal justification of shoulder promotions to the court. He further observed that it was against the rules and basic right of the officers, so the department should not give any further shoulder promotion in future. The case was adjourned for four weeks.
APP adds: The Supreme Court on Tuesday annulled the Punjab Police shoulder promotion policy, besides directing the concerned authorities to consider cases of those police officials currently undergoing disciplinary punishment.
The bench directed the concerned provincial authorities to submit promotion cases of deserving officers with the departmental promotion committee for consideration. The bench held that promotions should be given on the basis of performance and a compliance report should be submitted within four weeks.
