Supreme Court directs Balochistan govt to coordinate with agencies

 ISLAMABAD: Chief Justice of Pakistan on Tuesday directed the Government of Balochistan to coordinate with the law enforcement agencies to establish law and order in the province.

A two-member bench of the Supreme Court, headed by Chief Justice (CJ) Iftikhar Muhammad Chaudhry with Justice Ghulam Rabbani as the other member, was hearing the application of Balochistan High Court Bar Association seeking recovery of some of its members allegedly abducted by the law enforcement agencies and rapidly increasing target-killing incidents in the province.

The CJ observed that all law-enforcement agencies were answerable to the government and judiciary. “However, it is the duty of the government to ensure the safety of life and property of the masses,” the CJ said, observing that the province needed short-term planning to restore the law and order situation. He said the administration claimed that the situation was getting better while everyday pipelines were being blown up and no one could travel from Quetta to Bolan safely.

The chief justice held that if the chief minister, governor, IG and chief secretary were not safe in the province, how a civilian could feel secure.

He asked the chief secretary as to who was influencing them. He observed that target killings had risen to an alarming proportion.

Earlier, Chief Secretary Balochistan Ahmad Buksh Lehri appeared before the court and submitted that the abducted judges had been recovered and lawyers would be recovered soon as the law enforcment agencies were very close to them. He submitted that in accordance with the NCMC, the total number of missing persons was 102 and new cases reported were 21. He further submitted that 34 persons had been recovered while 35 had been deleted from the list because of incomplete particulars and fake evidence. However, 56 persons were still missing and the government was trying its level best to recover them.

He also submitted a report on target killings during 2010 and 2011 and kidnapping cases during 2008-10. He submitted that 74 people had been recovered by law enforcement agencies and 48 persons supposedly got released after paying ransom. He also submitted a report on blowing up of power pylons, gas pipelines and railway tracks, suicide attacks and Nato tankers.

He submitted that this lawlessness was based on economic, political and administrative reasons and the federal and provincial governments had taken some measures. He submitted that 5,000 jobs were given to the Education department while 2,000 jobs were being processed in provincial government departments. He stated that 6,000 jobs were also in process and the NFC Award had enhanced the resources of the province.

He stated that a new local government system was also being introduced soon as the Balochistan Assembly had passed a bill in this regard and they had also revived the commissionerate system and officers were already under training. He submitted that 1,500 vacancies were being filled in the Levies force at the district level.

INP adds: During the hearing of missing persons’ case on Tuesday, the Supreme Court directed the Balochistan government to contact the intelligence agencies on the issue. The apex court said that the Inter-Services Intelligence (ISI) and other intelligence agencies were answerable to the Balochistan government as well as to the courts.
