ISLAMABAD: The Special Committee of the Public Accounts Committee
while taking strict notice with regard to reformulation of Policies,
rules and regulation by autonomous institutions has asked Prime
Minister Syed Yousaf Raza Gilani to formulate unanimous Policies for
such institutions.
The committee met under the chairmanship of
Zahid Hamid to review audit reservations of Fata secretariat, cabinet
divisions, Pakistan telecommunication authority and Council of Islamic
Ideology.
The committee observed that the so-called autonomous
institutions used to formulate their rules and regulation and
boundaries without getting approval from finance ministry and other
concerned authorities. The Policies adopted by these departments
including Pakistan Telecommunication Authority (PTA) are against each
others. A three member board setup in PTA used to take decision
themselves and they have managed to get their favorite letter from
federal law ministry.
The audit authorities informed the
committee that it has become habit of federal finance ministry to lend
incentives to such departments on the basis of its like and dislikes.
The PAC directed all autonomous departments to finalize their documents
with regard to formulation of rules and regulations and must submit
them to committee.
The committee also directed CII to make
better its finance system. The committee also directed to recover Rs.
0.2 million from Former Chairman CII Dr. S.M Zaman within one month.
During the meeting, the additional Chief Secretary Fata was asked to
consult local Parliamentarians before launching any development schemes
in the area. The additional Chief Secretary informed the committee that
environment was not suitable in tribal areas for Member
Parliamentarians to visit and review development schemes. They are
