Amin Fahim allegedly involved in NICL corruption scandal

ISLAMABAD : Another top government personality Federal Minister for Trade and Commerce Makhdoom Amin Fahim has been found involved in the National Insurance Company Limited (NICL) scandal.
This was told by the Deputy Director Federal Investigation Agency (FIA) Altaf Hussain to the National Assembly Standing Committee on Commerce on Thursday. Committee meeting was held here on Thursday presided over by its Chairman Engineer Khurram Dastgir Khan.
Deputy Director FIA, Karachi, Altaf Hussain told the National Assembly Standing Committee on Commerce that in the ten acre Korangi Land deal struck at Rs 900 million while the value of land was not over Rs.420 million according to various studies , the FIA has disclosed Rs 300 million kickbacks.
The NICL purchased land from Khalid Anwar above market rates and NESPAK has worked out that Rs 487.4 million were paid over and above rates out of which Rs 300 million were given as kickbacks, he added.
He said the profits were traced to 19 accounts, one of them jointly owned by Makhdoom Amin Fahim and Jaliluzaman.  He said an amount of Rs 20.44 million was transferred to the joint account for settling an outstanding loan.
“The FIA has asked Makhdoom Amin Fahim to explain how the money was transferred to his account”, said Altaf Hussain, adding that Amin Fahim has sought time to reply.
Hussain said Khalid Anwar struck the deal through Khawaja Akbar who was the front man of Ayaz Niazi.
The NICL purchased five properties from September 2009 through February 2010 at a price of Rs five billion.
Transparency International Pakistan blew the whistle in May 2010 and wrote a letter to the Supreme Court resulting in the arrest of NICL Chairman Ayaz Niazi followed by arrest of five other Board members, front men and alleged beneficiaries, including Moonis Elahi.
“Our investigation shows that out of Rs five billion there was a fraud of Rs 2.42 billion”, said the FIA official.
He said the red warrants of Anwar have also been issued. Hussain said, FIA has also taken the property worth Rs.600 million of Khalid Anwar into custody and through his lawyer he has offered to return Rs 490 million in installments in five years with interest.  He said the FIA has not made any objections over it but it was up to the court whether to accept the offer or not.
Committee chairman expressed his helplessness in this case and questioned who is responsible in this case.
Meanwhile, another FIA deputy Director Junaid Iqbal told that amount worth of Rs. 1.68 billion was paid to buy land of 803 Canal in Lahore. The true value of land was not more than 250 million, he said. He said even the owner ship of the said land was not given to NICL. SANA
