SHC notice in prisoners treatment case

Sindh High Court Monday issued notice to Sindh Secretaries Health, Finance, Planning & Development on petition seeking proper treatment facilities for prisoners suffering from HIV/Aids,
Hepatitis and other ailments.
A bench headed by Justice Ghulam Sarwar Korai also directed IG Prisons Sindh to appear on March 16, 2011 with compliance report.Petitioner Syed Iqbal Kazmi approached SHC, seeking directions to Sindh government and IG Prisons to take steps for treatment of prisoners suffering from AIDS & Hepatitis-C in Karachi Central Jail.He stated cases of under-trial prisoners & convicts suffering from HIV and Hepatitis-C were not being attended properly and prayed to pass direction to authorities concerned to ensure proper treatment of ailing inmates.On Monday, he submitted SHC on had clearly directed Secretaries of Provincial Finance, Health, Planning & Development Departments to ensure availability of funds to continue program for treatment of inmates suffering from HIV/Aids, Hepatitis-C and other diseases.Court had further directed them to personally appear with reports on compliance by their respective departments. But, none had taken steps to ensure funds for HIV/Aids treatment of prisoners. He argued this attitude to respondents tantamount to contempt of court under Article 3 of Contempt of Court Act 1976 and prayed to initiate contempt proceedings against them.SHC bench issued notice to Provincial Secretaries Health, Finance and Planning & Development Departments to appear on March 16, 2011. It also issued notice to IG Prisons Sindh to appear on next date.
