ISLAMABAD: Muhammad Ejaz Virk, member of NA standing committee on
interior has sent his proposals on how to establish peace in Karachi
and Balochistan to Parliament special committee for peace.
Taking
in depth review of deteriorating situation of Balochistan and Karachi,
he had suggested that Peace Reconciliation Council be set up in Karachi
and Peace Reconciliation Commission in Balochistan on permanent basis.
He
held that use of arms and ammunition had led to enormous loss of lives
in Karachi. Therefore, campaign be launched to deweaponise Karachi
first of all and people be persuaded to return the illegal arms held by
them. Complete ban be imposed on display of arms in Karachi and reward
be announced for identifying illegal arms.
If arms being used
in target killing in Karachi were being imported then their sources
should be fully traced out and all the supply lines be cut off. The
elements behind supply of arms be exposed and be awarded exemplary
punishment by courts.
Karachi should immediately be declared
Madina tul Aman and all the parties be taken into confidence for taking
action against the miscreants.
He proposed that Peace
Reconciliation Committee having representation of all the parties be
constituted immediately and it be given mandate to evolve suggestions
for establishment of peace in Karachi.
Peace Reconciliation
Commission be set up on permanent basis to explore ways and means for
ensuring peace in Balochistan, FATA and Khyber Pakhtoonkhawa and full
powers be delegated to it to conduct its function. Measures be taken in
other areas to prevent spilling of effects of Karachi situation into
these areas.
The way sectarian literature was banned to curb
religious sectarianism once in the past, literature aimed at fomenting
linguistic and ethnic hatred be also banned. Steps be taken to promote
Pakistaniat in the country, he proposed.
Suggestions said that
political interference be stopped fully in law enforcement agencies.
Those serving in these agencies should ensure rule of the law
irrespective of political considerations. All the regional parties
operating in the provinces be encouraged for their integration into
national mainstream.
Karachi has not reached the position where Europe stood after second world war, he observed. Online
