Cabinet Division has issued a notification, which states that the federal cabinet had approved the policy on June 3, 2011, but its implementation was delayed at that time due to some apprehensions of senior officers. But now the notification has been issued and its copies have been sent to all Federal Secretaries and Principal Accounting Officers.
