Civil bureaucracy holds key to improve lot of common man, changing destiny of nation: PM Gilani

ISLAMABAD: PM, Yousaf Raza Goilani has said that the leadership in the civil bureaucracy held the key to improving the lot of the common man and changing the destiny of this Nation.

Adressing a gathering of senior civil servants , he decalred that no matter how revolutionary the policies of the government are, the effective management and strong implementation made all the difference on the ground.
He stressed that , It was thus an essential imperative that the civil service worked in complete harmony with the political leadership of the country so that the benefits of people-friendly policies reach masses.
The PM offered his observations regarding a yawning gap between formulating policies and their implementation : as Despite having the best and most competent officers to run r ministries, divisions and key institutions, the Country is yet to make headway in effective implementation which is a key element of good governance.
He strongly stressed to discourage this negative trend to continue, urging a dire need for a paradigm shift in managing institutions and programs, stressing on personal monitoring of implementations on ground ensuring that all bottlenecks and impediments were removed.
The PM also stressed over the dire need to institute a mechanism of monitoring and evaluation which was yet again a grey area; hoping that an effective monitoring and evaluation mechanism pointing out gaps in performance and help in devising future strategies, could /would be evolved.
He reiterated governemnt’s full support for civil servants in due discharge of their duties, assuring that the Government would never stand in the way of exercise of authority by any one of bureaucrats driven by National interest and was in accordance with the law.
" I am personally seeing to it that all elevations in the civil service are made only and only on merit. This Government has not on a single occasion differed with the recommendations made by the FPSC or the Central Selection Board", the PM assired.
Reminding civil servants , that they all have a major role to play in holding together the National fabric in these testing times., the PM said that , while governments may come and go yet civil servants would have to continue playing their role in ensuring that there is unity in diversity and the sovereignty of the State of Pakistan remains unharmed.
" My ultimate message to you today is that ‘Let us all be answerable and subservient to the people who are the final arbiters’, he stressed.
The PM concluded with a quote from the great Quaid-e-Azam , stressing *‘My message to you all is of hope, courage and confidence. Let us mobilize all our resources in a systematic and organized way and tackle the grave issues that confront us with grim determination and discipline worthy of a great nation’. Online
