Secretary Pakistan Peoples Party (PPP), Qamar Zaman Kaira said that
about 95 percent points agreed in Charter of Democracy (CoD) have been
implemented. Addressing the participants of District Information secretaries gathered for seven
days training, he said, appointment of PAC chairman, formation of
independent election commission and respecting the mandate of each
other are also points that have been implemented.He said the democratic government believed in the supremacy of the Parliament as it represents the will of the people.
Under the leadership and guidance of the PPP Co-Chairperson and the democratically elected President of Pakistan, Asif Ali Zardari and Prime Minister Syed Yusuf Raza Gilani, the government is continuing with
the mission of Shaheed Zulfikar Ali Bhutto and Shaheed Motharma Benazir Bhutto to facilitate and ensure provincial autonomy for strengthening the federation.
Despite many challenges, the democratically elected parliament started its business with a sense of purpose and accomplished unprecedented success in three years.
Information Secretary said the unanimous passage of the historic 18th Constitutional Amendment of this Parliament is most important achievement.
The 18th Amendments deals with Federal-provincial relations,provincial autonomy and ownership rights of the provinces on their resources.
He said provincial autonomy was promised in the 1973 Constitution given by Shaheed Zulfikar Ali Bhutto, and the democratic government, has fulfilled its promise.
He said first time in the history of the country President Asif Ali Zardari has surrendered his powers to the parliament.
Kaira said as per the devolution plan, all relevant funds have also been shifted to the provinces.
It is for the first time in the country’s history that the Federation has devolved its powers to the provinces to make them autonomous, he said.
He said 1973 Constitution restoration to the original form, is nothing less than a historic moment.
He was of the view that transfer of various ministries, divisions and organizations from the centre to the provinces would strengthen democracy and the country as a whole.
PPP information Secretary said with the transfer of more financial resources to the provinces under 7th NFC Award 2009 and delegation of responsibilities under the 18th Amendment 2010, the provinces are now in a better position to respond to the aspirations of their people.
“It has not only given provinces more power, but also more resources”.
The government had announced Aghaz-Haqooq-Balochistan package for the people of Balochistan, he said adding Balochistan youth have been given jobs.
He said the PPP believed on reconciliation as it will help country’s institutions to be strengthened.
He said PPP wanted to strengthen democracy and parliament adding he said, “Strong parliament is guarantee to strong state.” APP
