ISLAMABAD: N.A standing committee for Human Rights, has stressed on Army, Rangers, FC and police to pin-point and remove black sheep (negative elements) within their ranks,
crossing their legal jurisdictions.
The emergency meeting convened by chairman Riaz Fatyana on Tuesday in Parliament House, expressed sheer chagrin over the recently committed assault and battery on eye-witnesses of Khrotabad carnage, the police surgeon Baqir Khan and journalist Jamal Tarkai; and also ordered I.G Balochistan to provide both with full security.
The committee also recommended holding the head of institution/ department as also responsible, besides the actual perpetuator(s), in case of any further extra-judicial killings.
Declaring the six cases, including Khrotabad’s carnage of 7 members of foreign family, killing of seven persons by police in Abbottabad, murder of journalist Saleem Shazad, killing of Sarfaraz Shah by Rangers on 8th June, killings of seven Christians in Gojra, and lynching of two brothers by frenzied mob in Sialkot as high-profile cases, the committee has recommended these to be tried by anti-terrorist courts on special merits.
The committee also requested PM Yousaf Raza Gilani to personally monitor these cases and expedite their earliest execution.
Meanwhile the committee member Mrs. Yasmin Rehman proposed withholding 3-month salaries/ allowances of all officials of law enforcement and security apparatus involved in these six high profile brutalities. She also recommended a cut in future salaries and perks of Rangers.
Passing his remarks on the occasion, Riaz Fatyana remarked that injustices committed by law enforcement apparatus was contributing to health of terrorism in the Country, while increased incidences of extra-judicial killings have forced public away from law enforcement and Army, while at the same time creating trust deficit among masses; a factor, which had affected the respect and trust of security apparatus.
Briefing the committee over the visited Khrotabad carnage, the chairperson of Fact Finding Mission (FFC), Farah Naz Ispahani was chagrined over a volley of lies and baseless statements given to her team, and said that I.G Balochistan had admitted that police had failed to perform professionally.
She also informed the committee that lives of eyewitness, taxi driver, police surgeon Baqir Shah, and journalist Jamal Tarkai were endangered, as both the police surgeon and journalist were abducted and subjected to severe torture by police.
Additional I.G police, crime and investigation, Syed Zakir Hussain and Lt. Col Liaqat of Rangers admitted in front of committee, that the Karachi killing by Rangers was one of the worst examples of barbarity, which had tainted the integrity of the Force.
