Qaim meets flood relief committee to assess losses

KARACHI: Chief Minister Sindh Syed Qaim Ali Shah held a high level meeting with Parliamentary Committee constituted by Prime Minister Syed Yousif Raza Gillani, to assess the losses of heavy rains in Sindh province, at Chief Minister house on Wednesday.
The meeting was attended by Federal Minister for Religious Affairs Syed Khurshid Ahmed Shah, Nazar Muhammad Gondal MNA, Qamar Zaman Kaera MNA, Raja Pervaiz Asharf MNA, Ms. Rubina Qaim Khani MNA, Chairmen Baitul Maal Zamurud Khan, Naeem Bukhari, Sindh Finance Minister Syed Murad Ali Shah, Revenue Minister Jam Mehtab Dahar, Minister Irrigation Jam Saifullah Dharejo, Minister Information Sharjeel Enam Memon, Minister for Rehabilitation Haji Muzaffar Shujra, Chief Secretary Sindh Raja Muhammad Abbas, ACS(P&D) Malik Israr, Relief Commissioner Sindh Shazar Shamoon, Secretary to C.M Alamuddin Bullo, Provincial Secretaries for Finance Naveed Kamran Baloch, Livestock Laeeq Memon, Secretary Rehabilitation / D.G (PDMA) Saleh Qureshi and others.

The Parliamentary Committee discussed matters pertaining to emergency measures to combat the situation and make necessary arrangements for early supply of relief goods particularly the tents, food, medicines, clean drinking water for rain affected people. It was decided that any kind of assistance or relief goods sent by Federal Government through National Disaster Management Authority will be sent to Government of Sindh and Provincial Disaster Management Authority, instead of directly to any District Government, while the Sindh Government through PDMA will fix the priority of disbursement or release of such relief goods etc. Chief Minister Sindh Syed Qaim Ali Shah also directed that the headquarter of Provincial Disaster Management Authority be shifted immediately to Hyderabad, where all consignments and relief goods etc in trailors and trucks will be received and will be further disbursed /forwarded to respective districts. He said that whole of Sindh is suffering from disaster and damages of heavy rains and 70 percentage losses are felt at lower Sindh. Syed Qaim Ali Shah maintained that a Minister or an advisor will be assigned task to receive, disburse, supervise and monitor the process at Hyderabad. It was decided in the meeting that Sindh Government has already allocated Rs: One billion out of allocated Rs: 5 billion, for providing Rs: 10,000/= to each affected family whose house have been damaged.

Chief Minister Sindh informed that Sindh Government is starting disbursement of its installment to affected people, while the Federal Government has to release the amount for its share towards first installment.

The meeting reviewed the relief goods sent by NDMA and received by PDMA, while it was envisaged that district Administration at various districts be directed to receive and unload the tents, food items, medicines, and nets etc. It was informed that federal government has so far supplied 30,000 nets while the remaining 70,000- nets against Dengue virus will be supplied to PDMA at Hyderabad. The parliamentary Committee informed that PDMA should send demand of requirement particularly the medicines, which will be supplied immediately as the medicines are in surplus with federal government, and there is no any shortage.

The meeting was informed that over 5.5 million people have badly been affected and are facing hardships. It was also informed that some of the friendly countries like China and Iran have already announced assistance, and there consignment are to be received soon. It was also informed that the NDMA has out of 90,000 tents, supplied so far 40,000 tents while the remaining will be supplied within couple of days. Earlier, the Chief Minister Sindh Syed Qaim Ali Shah held meeting regarding review of relief and rehabilitation measures. He said that whole of Sindh province is badly affected.

He said that during last year, the provincial government curtailed 30% budget to floods, as such this year also the provincial government has to reserve some amount for development. He said that people are suffering and they are to be looked after properly.

Chief Minister Sindh directed D.C.O’s of all affected district to pay full attention forwards rescue and relief measures for rain affected people. He said that all officers and agencies should work hard for the welfare of poor masses who are suffering a lot. He said that water laying in every where will reside soon and rehabilitation process will take at least six months.

It was informed except NDMA, the PDMA has in all distributed One Lac Six Thousand of tents which include 31782 tents of PDMA, 9000 tents of Red crescent etc. Director General, PDMA informed that 6,52,715 food packets have been distributed by PDMA in all districts which include 2,12840 for Badin district, 1,22,850 for Mirpurkhas district, 85340 packets for Tando Muhammad Khan, 67,739 packets for Shaheed Benazirabad district, 33400 packets in Tando Allahyar district etc.

It was further informed that 26665- bags of rice containing 50-50 kg rice have so far been distributed in various districts.

Syed Qaim Ali Shah said that Monitoring and distribution Committees headed by Minister or MPA’s have already formed and it is hoped that the said committees will work to the expectations of those affected people.
