Supreme Court seeks investigation report of Khoratabad incident

ISLAMABAD : Supreme Court of Pakistan has sought the judicial investigation report about the Kharotabad incident, where five people including three women were killed by Frontier Constabulary (FC) and SC directed Balochistan government to ensure the safety of life and property as well as prepare a strategy to maintain the law and order situation in the province.

Three-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry heard the constitutional petition of Balochistan High Court Bar Association on Monday.
During the course of hearing, Advocate General Balochistan Aman Ullah Kanrani submitted the detail report about the target killings and sectarian killings during last three years in the province.
Chief Justice said in his remarks that foreigners were brutally killed, after the inhuman act nobody has been arrested, and no action is taken against CCPO and officials from FC so far.
CJ referring to PNS Mehran Base attack said that what is happening in Karachi, does government cannot control the situation, adding that development should be made in the Nawab Akbar Bugti murder case to inform the masses about the truth.
CJ said that after the judicial investigation by the judicial commission the reports of commissions did not make public, which defamed the judiciary, adding that in all cases of Balochistan target killing unidentified people have been nominated, does these unidentified people are very strong.
Chief Secretary Balochistan Ahmed Bakhsh Lehri told that government is taking steps to improve the law and order situation in the province and two cadet colleges, two universities and medical colleges had been planed to open in the area.
Chief Secretary said that they are trying to bring out the political, administrative and economic solutions for the betterment of province, adding that five/six power are present in the neighboring country and more than 0.7 million Afghan refugees are present in the province.
CJ said that five foreigners killing in the country defame the country in entire world and yet no strict action has been taken against the CCPO and colonel of FC. In the reply, Chief Secretary assured the court that government would take action after the report from judicial commission.
The court stated that politicians do not run the government but bureaucrats and experts do this duty and immediately steps should be taken to improve the law and order situation.
The court further stated that if government would not provide security to masses then how children would go to school and police would not perform their duty, adding that all institutions should work in their limits and fulfill their obligations.
Chief Justice said that two lawyers are missing from Balochistan but they are not yet been recovered and what is the number of unidentified people who are not coming in control.
Chief Secretary informed the court that Balochistan government procured 80 crors rupees equipments and security tools.
The member of the bench Justice Sair Ali after reading the report said that your provided list is not about the priorities but it is list of wishes and no strategy is mention in this report about the future measures, adding that chain of provinces is not any political party, the Bar Associations are the chain of provinces and court is hearing this case on the request of bar associations “we need job list not wish lists” he added.
Justice Sair further stated that can we share sorrows of each other and no part of Pakistan would go and we should do our work sincerely wherever we are sitting.
Chief Justice of Pakistan said that conditions of province were became worst after murder of Nawab Akbar Bugti and basic reasons should be searched for the better law and order situation in the province.
The court directed Balochistan government to provide basic human rights and security should be provided to masses of province and court directed that the investigation report of judicial commission constituted for probe oft the Akhrotabad incident headed by a judge of Balochistan High Court should be shared with SC. The court summoned the details compensation paid to affectees of target killing in Balochistan.
Meanwhile court appreciated the some long term measures taken by government and adjourned the further hearing of case for two weeks. SANA
